In order to test the workshop design planned for local events, the consultants and team from the Wales Spatial Plan Unit invited about a dozen people to a 'dry run' event in Cardiff on October 27 2003. You can download the report here (Word) - but please bear in mind that this was a practice session, so the discussions and conclusions were really intended to try out the format rather than provide measured comments on the plan. To help you understand the report, here's what we did.
After presentations from the consultants and team, participants split into groups and discussed the National objectives sheets from the plan

They then discussed the Swansea Bay area - the focus for the dry run.
After that the groups discussed a 'sustainability index' or matrix on the planning sheet used later in the workshop. This index aimed to provide a simple way of assessing how fragile, stable or robust an area was in relation to the four key objectives of the plan: environment, communities, prosperity, accessibility.

After indicating on the first (left hand) matrix what they thought about the area now, the groups then discussed a set of cards that provided ideas, drawn from the plan, about what could be done to strengthen the position in relation to each of these objectives. They then filled in the second (right hand) matrix showing how those actions could improve matters.

In the afternoon the groups took the results of the morning exercise and discussed what action was needed, by whom, and what obstacles there might be.
