This explanation of the consultation workshops will be helpful in reading the workshop reports.
The Spatial Plan workshops have been designed to:
• develop an overview of the provisions contained in the Plan as they apply to the local area in which the workshop is held
• allow everybody at the meeting to comment on the Plan and suggest how it may be implemented
• allow participants to add, amend or reject local challenges
• provide a starting point for a continuing debate about the Spatial Plan
The day starts with a brief presentation in which the format for the day is explained and the main points of the plan outlined.
Participants then divide into groups of around seven or eight to:
• assess (and if necessary, change) the local attributes given in the Plan and the “Now” sustainability matrix” which rates the 4 Plan Objectives, Valuing Our Environment, Building Sustainable Communities, Increasing and Spreading Prosperity and Achieving Sustainable Accessibility as being Robust, Stable or Fragile.
• use a set of cards portraying the challenges given in the Plan to:
- discuss the local relevance of the challenges
- prioritise them
- suggest a timescale for their implementation
The “Then” sustainability matrix is prepared to show the effect of implementing the amended Plan provisions. Participants also comment on the Plan using flipcharts. A facilitator accompanies each group and takes notes on the debate. Group spokespersons give a five-minute presentation of findings.
After Lunch, the same groups reform to consider the top priorities drawn from the morning’s work. Themes are established from these and each group considers a selection, discussing:
• Who should be involved
• What existing structures should be used and what new structures need to be created
• Potential blockages and other factors affecting implementation
Groups present their findings on a pro-forma which emphasises these elements
